Vaccination Policy
Purpose
TLY Energy and Defense Industry Inc. believes that vaccination plays a strategic role in combating infectious diseases, both for the health and safety of its employees and for the sustainability of business processes. This Vaccination Policy has been prepared as part of a preventive approach aimed at protecting our employees, business partners, and all stakeholders with whom we interact.
While respecting individual health rights, our vaccination policy also aims to promote a safe and healthy workplace, prevent the spread of diseases in internal and external interactions, and establish a permanent health approach integrated into our overall operations, not only during periods of disease outbreaks.
Scope
This policy applies to all employees working within TLY Energy. This includes full-time and part-time personnel, project-based teams, field technicians, engineers, and administrative staff. In addition, subcontractors, outsourced consultants, teams assigned to field operations on a permanent or temporary basis, visitors entering company facilities, and suppliers are also considered within the scope of this policy.
Additional vaccination measures may be implemented for teams assigned to national and international duties, taking into account the specific health risks of the regions in which they operate. Accordingly, all field operations, customer visits, and representation activities are covered by this policy.
Policy Principles
1. Voluntary Participation and Ethical Approach
All vaccination practices are carried out within legal boundaries and with respect for the individual's free will. Employees are supported in making informed decisions through educational and informational processes without any coercion. However, where vaccination is mandatory for certain field assignments or international projects, employees will be clearly informed of these requirements and provided with logistical support.
2. Information, Education, and Awareness
Up-to-date, impartial, and scientific information regarding the effects of vaccines on health, potential side effects, vaccine types, administration schedules, and societal benefits is provided. This information is communicated through brochures, email announcements, internal notice boards, digital training modules, and face-to-face training sessions when necessary.
3. Cooperation and Organizational Coordination
TLY Energy may organize vaccination campaigns in coordination with the Ministry of Health, Provincial Health Directorates, and workplace physicians. Such campaigns are planned in a manner that does not disrupt employees’ work schedules. When necessary, vaccinations may be administered at the workplace through mobile healthcare units.
4. Medical and Religious Exemptions
Employees who cannot be vaccinated for medical reasons or who have religious or belief-based objections are approached with respect. Alternative health measures (such as regular testing, special personal protective equipment, remote work arrangements, etc.) may be implemented for these individuals. Employee rights and privacy are strictly respected within this framework.
5. Records, Monitoring, and Confidentiality
Vaccination information is stored securely and may only be accessed by authorized Human Resources and Health Unit personnel. This information will not be used for performance evaluations, recruitment decisions, promotions, or job assignment processes. All records are managed in compliance with the Personal Data Protection Law (KVKK) and all applicable regulations.
6. International Assignments and Global Compliance
Employees assigned abroad are informed in advance about the health and entry requirements of the destination country. The company supports all necessary planning related to vaccinations or certification requirements that may affect visa processes. Vaccination monitoring may be conducted for diseases such as yellow fever, hepatitis, COVID-19, and meningitis, particularly for teams traveling to high-risk regions such as Africa, the Middle East, and South America.
7. Field Operations and Customer Locations
Personnel assigned to petrochemical facilities, power plants, refineries, airports, defense industry projects, and large industrial complexes are expected to comply with site entry requirements. Since some locations may require vaccination cards or digital health certificates, such requirements are planned in advance.
Implementation Strategies
All managers are responsible for ensuring that their teams are informed about the vaccination policy and encouraged to participate in the process.
The Human Resources Department manages information processes, maintains up-to-date records, and guarantees confidentiality.
The workplace physician is responsible for medical guidance, consultation, and planning of vaccination activities.
Employees with anti-vaccination views are engaged through scientific and empathetic communication to preserve workplace harmony and trust.
In the event of a pandemic, epidemic, or extraordinary public health situation, an “Emergency Vaccination Protocol” will be activated.
